The Myth of Bureaucratic Neutrality: An Examination of Merit and Representation
The idea for this book was born out of shared frustration. As graduate
students, each of us ran into a moment where the reality presented in
the literature on topics related to equity, identity, and discrimination did
not match our lived experience. For one of us, it was discovering that
the information we learned about patronage – that the process of hiring
based on political connections was inherently corrupt and could not be
tolerated – did not reflect the experience of African American public
sector workers. During the Progressive Era, many African Americans
who gained their employment through the patronage system had little
faith that the shift to the merit system – an examination- based hiring
system – would treat them fairly, despite the fact that they were more than
qualified for their positions
